GSM Call Handling - 

Add better GSM queue watchdog handling
DO NOT feed watchdog while waiting for a legato response.
Do so by failing the GSM Thread active check in the watchdog timer thread so that retry doesn't get reset

Class flow
A call always first goes to 'Dialing ...'
Goes to RINGING ... OR BUSY
If an other / unknown error (NOT ringing or busy) Display 'Network Error'
