Receive Tap Code generated from Comb Portal - Temp Access Service

 - TAP and Tapex codes can now be generated by the backend server and distributed to the correct field devices.

Receive Tap Code generated from SMS (Comb Portal) - Temp Access Service -  The intercom will request TAP codes from the backend when the intercom has received a TAP/TAPX SMS. The intercom will reply with the correct TAP/TAPS codes to the requesting mobile device.

Token generation slow causing missing information -  When generating a "Full Sync" set of tokens, the token generation was slow, thus causing some information to be lost.

USSD OOB for MTN and Telkom -  Updated the USSD commands to handle MTN and Telkom SIM balance changes.

Send queue not releasing packets it cannot send -  If the intercom cannot send messages, the queue would retain the message thus causing a blockage. The queue will release the messages and attempt to send at a later stage.
